President Buhari Sacks JAMB Chief Ojerinde, 16 Others

President Muhammadu Buhari yesterday sacked 16 heads of key agencies under the Federal Ministry of Education.

The affected agencies are the Joint Admissions and Matriculation Board (JAMB), the Universal Basic Education Commission ( UBEC), National Examinations Council (NECO), Tertiary Education Trust Fund( TETFUND) and 12 others.

But the President replaced the 16 vacancies and appointed a new Executive Secretary for the National Universities Commission( NUC) whose former boss, Prof. Julius Okojie completed his two-term tenure last week.

Top on the list of the appointees is the Secretary-General of the Nigerian Supreme Council for Islamic Affairs, Prof. Ishaq Oloyede who is now JAMB Registrar..

A statement from the Ministry of Education said: “The President has approved the appointment of 17 new Chief Executives of Parastatals and Agencies under the Federal Ministry of Education with effect from Monday, August 01, 2016.

Budget Padding: APC Summons Abdulmumuni Jibrin To Appear Before Disciplinary Panel

The All Progressives Congress on Monday fired a letter to Abdulmumuni Jibrin, a former chairman of the House Committee on Appropriation and member of the party, summoning him to appear before a disciplinary committee at the party’s national secretariat in Abuja not later than Tuesday afternoon.

In the letter, a copy of which was obtained by Premium Times, the ruling party said all attempts to reach Mr. Jibrin (who has remained underground for almost two weeks) by telephone calls and text messages were unsuccessful, leaving the party with no choice than to write to him.

In the letter, dated August 1, 2016, and signed by the party’s Deputy National Chairman for the Northern Zone, Lawal Shuaibu, the APC expressed cautioned Mr. Jibrin’s over his media campaign against the Speaker of the House, Yakubu Dogara, and other principal officers over allegation of budget fraud.

“To say the least, it is absolutely unacceptable to resort to media war as a means of settling scores without recourse to and/or exhausting the party’s internal dispute resolution mechanism,” the party said.

Mr. Jibrin was removed as chairman of the Appropriation Committee in controversial circumstances on July 20 on allegations of betrayal of trust. The lawmaker fought back, embarking on a vicious media campaign to have Mr. Dogara; his deputy, Yusuf Lasun; House Whip, Alhassan Doguwa and Minority Leader, Leo Ogor, removed from office. (Mr. Ogor is the only PDP member of the four.)

In the APC’s letter to Mr. Jibrin, the party said the Kano lawmaker’s action underscored a blatant disregard for party supremacy and its existing dispute resolution mechanism, adding that it would work to ensure that it instilled discipline on all members.

The APC, therefore, reiterated its notice for Mr. Jibrin to appear before the party tomorrow, “urging” him to “be guided accordingly” as he digested the content of the letter.

34-Year-Old Kenyan Man Chops Off Wife’s Hand For Being Unable To Get Pregnant (Photo)

On July 24th, 2016, Stephen Ngila, 34, chopped off the hands of Jackline Mwende, 27, over her inability to conceive after seven years of marriage. “I could not understand why he was blaming me yet we had gone to hospital last year and the doctors had said he was the one with issues, which could be corrected. 

He moved out of our house three months ago and came back on Sunday (July 24) at around 8.30pm. When I opened the door, he said ‘today is your last day’ and started slashing me with the panga,” said Mwende. 

She said Ngila refused to follow up on his treatment. Relatives, who want the husband to face the full wrath of the law, say Mwende had always wanted to leave her abusive husband but was being persuaded, by her pastor, to stay back.

30-Year-Old Man Arrested For Allegedly Killing 1-Year-Old Daughter In Akwa Ibom

The Akwa Ibom Police Command has arrested a 30-year-old chief priest, Eno Akpan, for allegedly killing his one year old daughter, Favour Ufot.Akpan, who hails from Ikot Akpan Udo village in Ikot Abasi Local Government Area, is the priest of the village shrine.

The State Police Commissioner, Murtala Mani, said in Uyo on Monday, that Akpan had a misunderstanding with his wife, Blessing, which resulted to his beating her up. During the scuffle, Blessing ran to her mother’s house and left her daughter behind with her husband.

“On July 23, the complainant, Blessing, had misunderstanding with the husband, Eno Akpan. In the process the husband beat her up.
“She left the house to her mother’s place, leaving her daughter, the deceased behind.
“The husband asked her to come back home and take the child along, she refused and the husband used machete and inflicted cuts on the back and head of their daughter and she died on the spot,” he said.

On his own part, Akpan said that he had a scuffle with his wife over her lateness in returning from the market where she went to sell oysters.
He said that he used his fists on her, but by the time he picked up a machete to strike her, she pushed their daughter forward and the machete landed on her head.
Akpan said that he did not mean to hurt the girl, but her mother’s action resulted in her death.

Another Nigerian Man, Chinedu Chukwudi, Arrested In India For Drug Trafficking (Photo)

Another Nigerian Man has been caught in dealing in drugs Just few days after three Nigerians were executed in the crime. Accused admitted that they were part of an international racket.

Delhi Police special cell has arrested four key members of an international narcotic drug cartel. The accused have been identified as Surender Singh, Balwinder Singh, Catherine Leonard Mrope a Tanzanian National and Micheal Chinedu Chukwudi from Nigeria.

About 4 kilograms of heroin were recovered from the drug suppliers. Several mobile handsets along with SIM cards used in drug trafficking have also been recovered. The police also recovered a car. 

Police said that the international value of recovered heroin is over Rs 16 crores.

The accused were under watch for few months. Investigations revealed that the heroin was brought by the African nationals and are supplied to Punjab and Delhi-NCR.

On July 30, the police received information that two persons Balwinder Singh and Surender Singh came to Delhi and had procured a big consignment of heroin from African nationals from Dwarka. The police got information that both Bindar and Surender were to supply herion near Rohini jail. Acting on the information, the police laid a trap near the petrol pump and arrested the duo.

The accused disclosed that they were part of a massive international narcotic syndicate. They told the police that they used to supply heroin to various persons of Punjab and Delhi-NCR. Both disclosed that they used to get the drug from persons of African origin in Pochanpur, Dwarka area. They also said that they had received consignment of 3 kg heroin from the African nationals.

They disclosed that these suppliers have taken two-three flats in Pochanpur and one house in Sector-38 Gurgaon, Haryana on rent, where they used to keep heroin.

Police formed two teams conducted simultaneous raids at both the hideouts in Dwarka and Gurgaon. During this operation, the main kingpin of this cartel, Nigeria's Micheal Chinedu Chukwudi was nabbed from his rented house in Gurgaon and one kg heroin was recovered from him.

Two passports were also recovered from his apartment.
In the other raid at other rented house of the said Nigerian, two more passports from Tanzania and South Africa having photographs of his wife Catherine Leonard Mrope were recovered.

Fake passport of South Africa was also having stickers of fake visa of India and fake immigration stamps. His wife, Catherine Leonard Mrope was also arrested for illegally staying in India and for forgery and possession of fake passport and other incriminating documents.

Both the above foreigners were interrogated in detail, during which Micheal Chinedu Chukwudi said he has been supplying heroin to drugs supplier including Balwinder and Surender the last six months.

He disclosed that he used to get the supply of heroin from another Nigerian. He told the Police that the fake South African passport was forged by him because his Nigerian passport had expired and he had to shift to Gurgaon a week ago.

Police said the fake passports and visa stickers were prepared with master perfection. Investigation to identify others indulging in preparation of these forged passport and Visa stickers is underway.

Smuggling drugs inside household items
He also said his African friends had contacts in Pakistan and Afghanistan, who used to send heroin to him through couriers, adding that secret cavities carved inside suitcases, bags, household items are being used to safely smuggle the drugs to India.

29-Year-Old Man Impersonating Police Officer Jailed

An Ikeja Chief Magistrates’ Court Today sentenced a 29-year-old man, Sammar Abdurasak, to two years’ imprisonment for impersonating a police officer.

The chief magistrate who pronounced the judgment ordered that Abdurasak should undergo hard labour at the Kirikiri Prisons without an option of fine.

“It will serve as a deterrent to others,” the Chief magistrate said.

The convict, who was arraigned on June 17 on a two-count charge of impersonation and unlawful possession of arms, had pleaded guilty to the charges.


Abdurasak, who lives at Alabukun area of Festac, Lagos State, is unemployed.

Earlier, the prosecutor, Sgt. Donjor Perezi had told the court Abdurasak committed the offences on May 16 at a Warehouse in Apapa, Lagos.

Perezi said that the police on patrol got to a scene where Abdurasak, who wore a police uniform, was beating a man.

“They were taken to the police station where the police got to know that the accused was a fake police officer,” he said.
Perezi said that the police found in his possession a deputy inspector general of police stamp, letter headed paper, an I.D card and a cadet form.

He said the offences contravened Sections 78 (a) (b) and 328 of the Criminal Law of Lagos State, 2011.

Nigeria's Big Online Scammer Arrested In Rivers State By EFCC And Interpol

A Nigerian suspected of being in charge of a network of internet scammers, stealing around $60m (£45m), has been arrested in Port Harcourt, Rivers State.

According to the international police organisation, the 40-year-old Nigerian known as 'Mike', the head of an international criminal network behind thousands of online frauds was arrested in a joint operation by INTERPOL and the Nigerian Economic and Financial Crime Commission (EFCC).

The baddest guy is believed to be behind scams totalling more than USD60m involving hundreds of victims worldwide. In one case a target was conned into paying out as much as $15.4m.

The network compromised email accounts of small to medium businesses around the world including in Australia, Canada, India, Malaysia, Romania, South Africa, Thailand and the US, with the financial victims mainly other companies dealing with these compromised accounts.

Heading a network of at least 40 individuals across Nigeria, Malaysia and South Africa which both provided malware and carried out the frauds, the alleged mastermind also had money laundering contacts in China, Europe and the US who provided bank account details for the illicit cash flow.

Following his arrest in Port Harcourt in southern Nigeria, a forensic examination of devices seized by the EFCC showed he had been involved in a range of criminal activities including business e-mail compromise (BEC) and romance scams.

The main two types of scam run by the 40-year-old targeted businesses were payment diversion fraud – where a supplier’s email would be compromised and fake messages would then be sent to the buyer with instructions for payment to a bank account under the criminal’s control – and ‘CEO fraud’.

In CEO fraud, the email account of a high-level executive is compromised and a request for a wire transfer is sent to another employee who has been identified as responsible for handling these requests. The money is then paid into a designated bank account held by the criminal.

‘Mike’ first came onto the law enforcement radar through a report provided to INTERPOL by Trend Micro, one of its strategic partners at the INTERPOL Global Complex for Innovation (IGCI) in Singapore. This, combined with actionable analysis and intelligence from Fortinet Fortiguard Labs in 2015, enabled specialists at the INTERPOL Digital Crime Centre, including experts from Cyber Defense Institute based at the IGCI, and the EFCC to locate the suspect in Nigeria, resulting in his arrest in June.

Abdul Chukkol, Head of the EFCC’s Cybercrime Section said the transnational nature of business e-mail compromise makes it complex to crack, but the arrest sent a clear signal that Nigeria could not be considered a safe haven for criminals.

"For a long time we have said in order to be effective, the fight against cybercrime must rely on public-private partnerships and international cooperation," said Mr Chukkol.

"The success of this operation is the result of close cooperation between INTERPOL and the EFCC, whose understanding of the Nigerian environment made it possible to disrupt the criminal organization’s network traversing many countries, targeting individuals and companies," added Mr Chukkol.

Noboru Nakatani, Executive Director of the IGCI warned that BEC poses a significant and growing threat, with tens of thousands of companies victimized in recent years.

"The public, and especially businesses, need to be alert to this type of cyber-enabled fraud" said Mr Nakatani. "Basic security protocols such as two-factor authentication and verification by other means before making a money transfer are essential to reduce the risk of falling victim to these scams,"

"It is exactly through this type of public and private sector cooperation that INTERPOL will continue to help member countries in bringing cybercriminals to justice no matter where they are," concluded Mr Nakatani.

The 40-year-old, along with a 38-year-old also arrested by Nigerian authorities, faces charges including hacking, conspiracy and obtaining money under false pretences. Both are currently on administrative bail as the investigation continues.

Jibrin Arrives ICPC To Summit Petition Against Dogara

Former chairman of the appropriation committee of  House of Representatives, Abdulmumin Jibrin has arrived at the Independent Corrupt Practices and other Related Offences Commission (ICPC).

Jibrin arrived at ICPC headquarters at exactly 11.30am today, 1st of August, to file a petition against the speaker House of Representatives, Yakubu Dogara.

The former appropriation chairman had said he will be petitioning various anti-graft agencies and security agencies to investigate series of allegations he made against Dogara. 

EFCC Raids NAHCO Office In Lagos Airport, Summons Officers

The Economic and Financial Crimes Commission raided the National Aviation Handling Company at the Murtala Muhammed International Airport in Lagos.

A source in the company disclosed that operatives of the commission stormed the complex at about 5pm on Thursday and immediately restricted movement in and out of the premises.

The source told Punch that during the operation that lasted about three hours, operatives conducted a thorough search on computers in some key offices, including the Audit department.

After the search, junior members of staff were told to go while they questioned some senior workers.

The source said those quizzed included the company secretary, the head of Internal Audit and some other senior members of staff. It was gathered that the raid might not be unconnected with the sacking of a senior management worker last Monday.

“They interrogated the company secretary, the head of Audit department and some heads of department, including asset management, infrastructure and cargo and the operatives didn’t leave until around 8pm,” the source said.

The key officers were summoned to report to the commission at a later date for further investigation.

The Manager, Corporate Communications and Services, NAHCO AVIANCE, Tayo Ajakaye, when contacted, confirmed the operatives’ visit. He said the Chief Financial Officer, Mr. Bamidele Adelaja, was available to attend to them since the Managing Director and company secretary were not around.

Ajakaiye noted that the actual cause of the visit remained unknown as the EFCC officials were “tight lipped” about the reason for their visit.

Tokyo Elects Yuriko Koike As The First Woman Governor

Exit polls show that former Japanese Defense Minister Yuriko Koike has won Tokyo's gubernatorial election. Among her tasks will be to try to bring some order to preparations for the 2020 Summer Olympics.

Koike came out on top of a record field of 21 candidates in Sunday's election to become the successor to former governor Yoichi Masuzoe, according to broadcasters NHK and TV Tokyo.

The election was called after Masuzoe stepped down in June over a financial scandal - the second successive city leader to quit for such reasons.

Koike is a former TV anchorwoman who has served both as defense minister and environment minister. She speaks not only fluent English, but also Arabic, having studied in Cairo.

Speaking after exit polls forecast her win, Koike, 69, said she would lead the city "in an unprecedented manner." She will be the first female governor of the Japanese capital.

Olympic woes

Among her tasks will be supervising preparations for the 2020 Olympics, which have been troubled by a string of scandals and ballooning costs.

Embarrassments have included accusations of plagiarism in the design of the official logo, and cancellation of plans for a new Olympic stadium owing to rising costs.

In addition, there have been allegations of corruption, and French prosecutors are looking into alleged bribes linked to Tokyo's bid to host the games.

Costs for the games are seen as possibly doubling or tripling the reported original forecast of 730 billion yen ($6.92 billion).

The election also centered on issues such as the shortage of childcare in the city and the challenge posed by the perennial earthquake threats to the city.

30-Year-Old Security Guard Batters Lekki Employer With Interlocking Stones

The police at the Maroko Division, Lekki, Lagos have arrested a security guard, Ibrahim Musa, 30, for allegedly using interlocking stones to batter his employer, Flora Nwafor, a prominent resident of Lekki Phase 1, Lagos, one month after he was employed. The police also accused him of attempted murder and theft in the charge sheet.

The second count accused Musa of using stones to break her employer’s right arm, finger and biting her on the face.
The police stated that the victim’s shouts attracted neighbours and other security men in the area who saved her from being killed. She was immediately taken to the hospital for treatment.

The security guard, it was learnt, escaped from the scene before he could be apprehended and fled to his village in Yola, Adamawa State.

The detectives tracked the suspect to his village in Adamawa State where he was arrested and brought back to Lagos.

Following the injuries sustained by the victim, doctors in Nigeria referred her to a specialist hospital abroad for treatment.

The incident, according to the Police, occurred on 25 June, 2016 at 27A Emmanuel Abimbola Cole Street, Lekki Phase 1, Lagos.

During interrogation, the suspect allegedly confessed that he attacked his employer with the intention to kill her and cart away her properties to sell and use the proceeds to start a business.

 In her short ruling after listening to both sides, Magistrate O. Oghre ordered that the accused be remanded in Ikoyi prison till 23 August, for facts and sentencing.

Two factions have emerged from the annual election conducted by the Nigerian Medical Association, Lagos State chapter.

The election, which took place at different venues, was supervised by different national officials of the association.

A former President of the Lagos Medical Guild, Dr. Olumuyiwa Odusote, emerged as the Lagos NMA chairman- elect at the election held at the Nigerian Institute of Medical Research, Yaba while Dr. Olubunmi Owojowolo was declared the winner at the election that held at the Lagos University Teaching Hospital,  Idi-Araba.

Both parties who spoke to Punch on Sunday claimed that they had followed the NMA national constitution by announcing the planned venue of the election.

We Are Corrupt, National Assembly Stinks, Says Abdulmumin Jibrin

Sacked House of Representatives Appropriations Committee chairman Abdulmumin Jibrin last night spoke of what he called “institutional corruption” at the National Assembly.

He claimed that those behind the “massive corruption” frustrated his efforts to prevent the padding of Budget 2016. He claimed that Speaker Yakubu Dogara, Deputy Speaker Yusuff Lasun, Chief Whip Alhassan Ado Doguwa and Minority Leader Leo Ogor wanted to use him to achieve their own ends.

Jibrin, who accused Dogara, Lasun, Doguwa and Ogor of being behind the padding, alleged that

10 chairmen inserted 2,000 fictitious projects worth N248b into the budget. But he is being accused of “allocating 20 projects worth N4.3billion to his constituency.”

Dogara and the other principal officers have protested their innocence, saying Jibrin’s allegations were “mere afterthoughts manufactured simply because the House relieved him of his position”.

Jibrin told Channels tv last night: “There is institutional corruption at the National Assembly, which we have to address.”

He said he was interested in triggering the reform needed to combat corruption in the legislature and declared that he “is not corrupt”.

“The case of the National Assembly today is that there is a trigger and we want to take advantage of the trigger to be able to force reform in the National Assembly. Not only reform in the budget of the National Assembly because people are looking at it from a narrow perspective. This issue is going to lead to a revolution in the National Assembly; a lot of corruption is at National Assembly. I want to use the word trigger.

“I have been part of the institution for five years, I have not been part of any corruption, I have never shared money with members of the National Assembly; we have come to a point that we state our position. The money they alleged that I benefitted from is mere blackmail.

“Of course, I am the chairman of Appropriation, what I did is not only to promote my constituency but Nigeria as a whole.”

Declaring that the padding was “completely off the board” compared to the padding in the previous years, Jubrin said: "As I explained in the last few days, there were lots of insertions in the 2016 budget from the angle of the National Assembly.

“I discussed with the speaker that the insertions were too many. Though we (the legislature) have the power to insert but it was senseless in view of the enormity of the insertions. I fought internally to ensure that the situation was checked. The insertions were passed.

“We did a statistics after collecting reports from the various committees. I discovered that in between the committees in the House, about 2000 projects were posted by the committees totaling about N224 billion and I was a bit worried about it.

“For five years, I have been working on budgets and of course I have been part of the budgeting process. Since 1999 to date it has been outrageous.

“A lot of people have been asking me why haven’t I opened up? It is a difficult system and much more complex than what people think. But, I raised the issue internally of insertions and I fought the battle of my life.”

Kogi Prison Break: 5 Prisoners Recaptured - CG

The Controller-General of Prisons, Ja’afaru Ahmed, has confirmed that five of the 13 prisoners who escaped from Koton Karfe prison in the early hours of Saturday have been re-arrested, NAN reports.

This is contained in a statement issued by the spokesperson of the Service, Francis Enobore, and made available to newsmen on Sunday in Abuja, according to NAN.

The statement said Mr. Ja’afaru confirmed the re-arrest of the inmates when he made an on-the-spot assessment of the prison.

It said the five pre-trial detainees among escapees were re-captured with the assistance of other security agencies and local vigilante groups, adding that they have been returned to the prison.

The C-G assured that appropriate measures were being put in place to address congestion in prisons particularly among prisoners awaiting trial in line with the reform agenda of the Federal Government.

The C-G stated that security arrangement is being strengthened in and around prison facilities across the country to forestall future occurrence.

The 180- capacity all male prison facility inaugurated in 2014 accommodated 263 inmates as at the time of the jailbreak.
